Diese Norm nennt eine Reihe von Grundsätzen und Mindestanforderungen, die für die Messung der Laufzeit von Postsendungen im nationalen und grenzüberschreitenden Verkehr gelten. Zu beachten ist, dass die unterschiedliche Tradition und Kultur im europäischen Postbereich die Schaffung eines einzigen gemeinsamen, einheitlichen Messsystems in Europa nicht zulässt und dass es in den nationalen Systemen genügend Freiräume geben muss, um nationalen Bedürfnissen und Besonderheiten gerecht zu werden.
