Describes the requirements to ensure that:a) A freight wagon, offered for traffic, that is found to be defective is correctly cripple carded on the wagon and reported in the total operations processing system (TOPS).b) A crippled wagon that has undergone repairs is inspected by competent persons prior to their release and reported to TOPS.c) A wagon released from maintenance is reported to TOPS (except where their maintenance is not reported on TOPS).
